President William Ruto has said the Kenyan government’s KSh8.5 billion investment in County Aggregation and Industrial Parks (CAIPs) is set to transform counties into centres of industrial growth and economic empowerment.
In a statement shared after witnessing the signing of 16 Inter-Governmental Participation Agreements at State House, Nairobi, President Ruto said the initiative would accelerate industrialisation, innovation, and job creation across the country.

“Our KSh8.5 billion investment in the development of County Aggregation and Industrial Parks (CAIPs) is transforming our counties into engines of industrialisation, innovation, job creation, and economic transformation,” said Ruto.
The President noted that the programme is a joint effort between the National Government and county governments, with each of the 34 participating counties receiving KSh500 million to support grassroots industrial development.

“Through close cooperation between the National Government and county governments, we have jointly invested KSh500 million in each of the 34 participating counties, laying the foundation for grassroot industrial growth,” he said.
Ruto added that the investment is expected to benefit farmers, manufacturers, and local enterprises while boosting wealth creation at the county level.
“This will empower our farmers, support manufacturers, strengthen local enterprise, and create wealth across our counties,” he stated.
The Head of State further revealed that the government is investing an additional KSh2.4 billion in common user facilities under the CAIPs programme to enhance value addition in different counties.
“Additionally, we are investing KSh2.4 billion in common user facilities across the CAIPs programme, with about KSh150 million allocated to each facility to support value-addition priorities in each county,” said the President.
The signing of the agreements marks another step in the implementation of the CAIPs programme, which the government says is aimed at boosting manufacturing and agro-processing industries at the county level.
