Morocco is placing control over its digital infrastructure and national data at the centre of its development model, according to Minister Delegate for Digital Transition and Administrative Reform, Amal El Fallah Seghrouchni. Speaking in Rabat at the launch of Orange Morocco’s generative AI platform “Live Intelligence”, she said that digital transformation must be anchored in full national authority over technology, platforms, and data flows.
A major component of this approach is the creation of a Moroccan sovereign cloud, which has now been elevated to the level of strategic priority. This direction is supported by Decree No. 2-24-921 of 22 October 2024, which sets rules for how entities of vital importance can rely on external cloud providers.
The minister also pointed to the construction of a 500MW hyperscale data centre campus in Dakhla — a flagship project intended to support large-scale AI workloads and establish Morocco as a central African node in digital infrastructure.
On regulation, El Fallah Seghrouchni stressed cooperation with the National Commission for the Control of Personal Data Protection (CNDP) to ensure that AI deployment takes place under frameworks that guarantee transparency, ethical use, and data privacy. She noted that sovereignty is not only technical, but also rooted in trust and responsibility.
Artificial intelligence is one of the pillars of the “Morocco Digital 2030” programme. The roadmap drafted during the National Conference on AI last July includes the development of Moroccan talent pools in partnership with French AI company Mistral AI.
This strategy also highlights the importance of building large language models that are able to process and generate content in Arabic, Amazigh, and French—reflecting the Kingdom’s multilingual identity.
The launch of Orange Morocco’s “Live Intelligence”, developed with Orange Business, signals a further step in bringing generative AI into the corporate sector, reinforcing Morocco’s ambition to become a continental leader in digital innovation and infrastructure.
