Zambia and Ethiopia have signed a memorandum of understanding (MoU) to cooperate on the development and implementation of national digital identity systems, marking a step forward in Africa’s digital transformation drive.
The agreement, concluded under the Zambia-Ethiopia Joint Permanent Commission of Cooperation, seeks to expand access to essential services such as healthcare, education, banking, and social protection, while also improving government transparency and accountability.
Smart Zambia Institute national coordinator Percy Chinyama described the partnership as a strategic boost to Zambia’s digitalisation reforms. Under the MoU, Zambia will benefit from Ethiopia’s experience in deploying a robust national digital ID system.
Ethiopia’s National ID Programme executive director, Yohande Zemichael, welcomed the collaboration and reaffirmed Ethiopia’s commitment to sharing technical expertise and lessons learned.
The initiative also supports the African Union’s Agenda 2063, which advocates for home-grown digital solutions to advance regional integration and sustainable development.
