Trump Administration Ends PEPFAR Funding in South Africa Over Minority Concerns

The United States administration under President Donald Trump has officially announced the termination of the President’s Emergency Plan for AIDS Relief (PEPFAR) in South Africa. According to the U.S. State Department, the decision was prompted by concerns regarding South Africa’s domestic policies and its treatment of the country’s white minority.

Washington’s Concerns and Policy Disputes

The U.S. State Department indicated that the funding cuts were heavily influenced by South Africa’s alleged failure to address violence, discrimination, and displacement affecting white South Africans.

Washington raised several specific policy and societal concerns with Pretoria:

  • Black Economic Empowerment (BEE): U.S. officials argued that South Africa’s BEE policies do not provide adequate exemptions for American businesses operating in the country.
  • Racially Charged Rhetoric: The State Department criticized South African authorities for an inadequate response to inflammatory language, explicitly citing the controversial “Kill the Boer” chant.
  • The Expropriation Act of 2024: U.S. representatives warned against land policies that could allow property to be seized without fair compensation and proper due process.
  • Rural Crime and Farm Attacks: The Trump administration urged Pretoria to classify rural crime as a national priority and dedicate more security resources to protecting farming communities.
  • Refugee Programs: Washington expressed concern over South Africa’s handling of refugee issues, advising that authorities must not interfere with established refugee programs under South African law.

Defending the decision to withdraw the aid, U.S. officials stated, “South Africa is a middle-income country and is more than capable of supporting its own health programs.”

The May 2025 Oval Office Meeting

President Trump has consistently accused South African leadership of failing to protect white farmers and the broader white minority. These tensions previously culminated in a highly charged meeting with South African President Cyril Ramaphosa at the White House in May 2025.

During that Oval Office encounter, Trump instructed his aides to dim the lights before presenting videos of South African opposition politicians chanting slogans that called for the killing of Boers (a term used to describe white farmers).

As the videos played, Trump alleged that there are over a thousand burial sites belonging to murdered white farmers, which are regularly visited by mourning families. President Ramaphosa reportedly remained expressionless during the video presentation.

Press Confrontation and Media Clashes

The May 2025 meeting also featured a sharp exchange with the press when an NBC News reporter tried to ask Trump about a luxury jet donated by Qatar to the United States.

An annoyed Trump interrupted the journalist, stating:

“You ought to get out of here. What does this have to do with a Qatari jet?”

Following the interruption, the U.S. President presented various newspaper clippings and reports to the room, claiming they documented recent violent crimes against white South Africans.

“These articles over the last few days, death of people, death, death, horrible death,” Trump stated.
