NPP Flagbearer Aspirant Kwabena Agyepong Presents “New Dawn Agenda” for National Renewal

Engineer Kwabena Agyepong, a contender for the New Patriotic Party’s (NPP) flagbearer position, has outlined a broad policy framework he says will guide his leadership if elected to lead the party and subsequently win the 2028 general election.

Speaking at a public address to party supporters and the wider Ghanaian public at Silicon House in Accra on Tuesday, Mr. Agyepong introduced what he termed the “New Dawn Agenda,” built around six key policy pillars aimed at restructuring governance, revitalising the economy, and restoring public confidence in state institutions.

The NPP is expected to elect its presidential candidate on January 31.

Key Policy Pillars

1. Land Administration, Youth Inclusion, and Modern Agriculture
Mr. Agyepong proposed comprehensive land reforms to simplify land title registration and reduce delays caused by bureaucracy. He also outlined plans to involve young people in environmental protection and land reclamation, while repositioning agriculture as a modern, climate-resilient and respected profession driven by technology and innovation.

2. Urban Renewal, Rural Development, and Environmental Sustainability
He pledged stricter enforcement of spatial planning laws to curb uncontrolled urban growth. His vision includes regenerating congested cities into well-organised urban centres, alongside improved infrastructure and social services in rural communities to reduce migration pressures.

3. Fiscal Prudence and Accountability
The former party executive stressed the need for discipline in public spending. He said his administration would focus on completing ongoing projects before initiating new ones, reduce waste, and institutionalise a strong maintenance culture across government departments to ensure value for money.

4. Merit-Based Governance and Public Sector Reform
Mr. Agyepong promised to restore professionalism in the public service by basing promotions and appointments on performance rather than political loyalty. He proposed limiting cabinet ministers to 19, supported by an equal number of deputies, maintaining 16 regional ministers, capping Supreme Court justices at 11, and removing the compulsory retirement age of 70 for judges to allow them to serve based on capacity and health.

5. National Trade Licence System
To strengthen the economy, he indicated plans to integrate the informal sector into the formal economy through incentives, support systems, and simplified licensing, rather than relying on punitive taxation.

6. Revitalising Creative Arts and Sports Development
According to Mr. Agyepong, stronger enforcement of copyright laws would protect creatives and encourage investment in the arts. In sports, he pledged renewed focus on football, athletics, and boxing, while also supporting the growth of other disciplines to rebuild national pride and competitiveness.

Vision for Leadership

Mr. Agyepong said the six pillars reflect lessons drawn from his years of public service and political experience. He described the agenda as a response to policies he believes have left many citizens discouraged, adding that his leadership would focus on competence, discipline, and long-term national interest.

The announcement positions him among a growing field of aspirants seeking to lead the NPP into the 2028 elections, as internal party campaigns gather momentum.
