Ghana: Transport Minister Orders Crackdown on Rickety Vehicles to Improve Road Safety

Minister for Transport, Joseph Bukari Nipke, has directed the Driver and Vehicle Licensing Authority (DVLA) and the Police to step up efforts to remove rickety vehicles from Ghana’s roads.

Speaking on the Citi Breakfast Show on Thursday, October 2, 2025, Mr. Nipke stressed that no vehicle should be issued a roadworthy certificate unless it has undergone thorough inspection and meets the required safety standards.

“As a government, we need to focus on getting rickety cars off the roads. I have spoken to the DVLA that any vehicle not properly inspected should not be given a roadworthy certificate. But it goes beyond them. The Police must also play their part in ensuring such vehicles are taken off the roads,” he said.

The Minister also cautioned against the influence of middlemen, popularly called “goro boys,” who facilitate the acquisition of roadworthy certificates without proper inspection. He noted that the government is expanding DVLA offices nationwide to curb such practices and improve compliance.

“DVLA should not give a roadworthy certificate to any vehicle when they have not seen it. If they inspect it and it is not roadworthy, it must not be certified,” he emphasized.

On broader government measures, Mr. Nipke revealed plans to inject more vehicles into state-run transport services such as Metro Mass Transit and STC. He explained that providing safer alternatives will reduce the public’s reliance on unsafe vehicles.

“If people have access to safe and reliable transport, they will not resort to using rickety cars,” the Minister stated.
