Ghana: Health Ministry Secures Financial Clearance to Pay Health Workers

Ghana’s Ministry of Health has secured financial clearance to address salary delays for thousands of health workers undergoing mandatory service, a move that will eliminate long-standing backlogs and introduce a new monthly payment system.

In a statement issued on March 13, Tony Goodman, spokesperson for the ministry, confirmed the approval from the Ministry of Finance to cover allowances and salaries for 14,279 rotation nurses and midwives, along with 637 medical and dental house officers across the country.

“The Ministry of Health has secured financial clearance from the Ministry of Finance for the payment of allowances and salaries for 14,279 rotation nurses and midwives, as well as 637 medical and dental house officers,” Goodman stated.

The decision follows ongoing discussions between the Ministry of Health and the Ministry of Finance to ensure that newly trained health professionals are properly compensated during their mandatory service and professional training.

The clearance includes several nursing cadres, such as Registered General Nurses, Registered Midwives, Registered Mental Health Nurses, Registered Community Health Nurses, and Registered Public Health Nurses. These nurses, who began their rotations last year, are expected to complete them this year.

Additionally, financial clearance has been granted for the 637 medical and dental house officers who graduated from public and private institutions, passed the Medical and Dental Council examinations, and were inducted into service on November 12, 2025.

“These approvals will clear all payment backlog from the previous years and set the stage for the Ministry’s new policy of ensuring monthly payment of allowances for mandatory service of all health professional cadres,” Goodman explained.

The new system will replace the previous arrangement, which saw payments accrued and settled only at the end of the service period. This had particularly impacted nurses, pharmacists, and allied health professionals.
