Trump Administration Expands US Travel Restrictions, Imposes Partial Limits on 15 New Countries Including Nigeria and West African States

United States President Donald Trump has signed a new Proclamation expanding U.S. travel controls, placing partial entry restrictions on citizens of 15 additional countries as part of tightened security measures aimed at strengthening travel screening and national security standards. The decision was approved on Tuesday, December 16, 2025.

New Partial Restrictions

The newly added countries now subject to partial travel restrictions include several West African and African nations:

  • Nigeria
  • Angola
  • Benin
  • Côte d’Ivoire
  • The Gambia
  • Malawi
  • Mauritania
  • Senegal
  • Tanzania
  • Zambia
  • Zimbabwe
  • Antigua and Barbuda
  • Dominica
  • Gabon
  • Tonga

Full Travel Bans and Upgraded Status

The order also significantly expands the list of countries facing complete entry bans, following updated security reviews:

  • New Full Restrictions: Burkina Faso, Mali, Niger, South Sudan, and Syria have been added to the full restriction category.
  • Upgraded from Partial: Laos and Sierra Leone, which were earlier subject to partial limits, have now been upgraded to full restrictions.
  • Remaining Full Restrictions: Full travel restrictions remain in force for the 12 countries previously classified as high risk: Afghanistan, Burma, Chad, the Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, and Yemen.

Partial restrictions continue to apply to Burundi, Cuba, Togo, and Venezuela, alongside individuals traveling with documents issued by the Palestinian Authority.

The Proclamation highlights the administration’s continued focus on using travel restrictions as a tool for national security and geopolitical pressure.
