The Southern African Development Community (SADC) will launch its Electoral Observation Mission (SEOM) in Tanzania on October 21, ahead of the country’s presidential, parliamentary, and local government elections scheduled for October 29.
Malawi’s former Speaker of Parliament, Richard Msowoya, has been appointed to lead the SEOM by President Peter Mutharika, who currently chairs the SADC Organ on Politics, Defence and Security Cooperation.
The mission, coordinated by the SADC Secretariat under Executive Secretary Elias Magosi, has already begun logistical preparations, with a support team arriving in Dar es Salaam on October 13.
According to SADC, the SEOM will monitor all stages of the electoral process — pre-election, polling day, and post-election — in line with the Revised SADC Principles and Guidelines Governing Democratic Elections (2021). These principles emphasize citizen participation, political tolerance, equitable media access, and respect for election results.
During its deployment, the mission is expected to engage with key electoral stakeholders, including the Independent National Electoral Commission, the Zanzibar Electoral Commission, political parties, civil society groups, diplomatic missions, and youth and women’s organizations.
