Ghana: Government Backs Private Sector to Launch Garment Plants, Targeting 27,000 New Jobs

The government is preparing to partner with the private sector to establish three large-scale garment manufacturing factories, a move expected to generate about 27,000 jobs nationwide over the long term.

The announcement was made by the Minister of Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, during the Government Accountability Series held in Accra on Wednesday, January 21. According to the minister, the initiative forms part of broader efforts to accelerate industrialisation, expand manufacturing capacity, and address unemployment—particularly among the youth.

She noted that the garment and apparel sector remains one of the most labour-intensive industries, making it a strategic choice for job creation. Unlike many other sectors, garment manufacturing requires relatively short training periods, allowing workers to be absorbed into employment quickly.

“The garment industry employs a lot of people, and the advantage is that you don’t need to train for three to five months before starting work,” the minister explained. “That makes it ideal for rapid job creation.”

Ms Ofosu-Adjare emphasized that government support—through policy incentives, infrastructure, and collaboration with investors—will be key to the success of the factories. She added that strengthening partnerships with the private sector continues to be central to Ghana’s economic growth and industrial development agenda.

Looking ahead, the minister expressed optimism about the outlook for the manufacturing sector, indicating that the planned factories could significantly improve employment figures by 2026 while reinforcing Ghana’s industrial base and value-added production.

The garment factory initiative aligns with the government’s wider industrialisation strategy, which seeks to promote local production, reduce imports, and create sustainable jobs across the country.
