Organised Crime Office Reopens Probe Into Ex-Ghanaian Minister’s Corruption Case

The Economic and Organised Crime Office (EOCO) of Ghana has officially reopened its investigation into the corruption and corruption-related offences case of former Ghanaian Sanitation Minister, Cecilia Abena Dapaah.

The reopening of the investigation became necessary after a request from EOCO’s new leadership.

Madam Dapaah’s trial began when her New Patriotic Party (NPP) was in power. But with the coming into Office of the now ruling National Democratic Congress (NDC), the leadership at EOCO has changed.

According to Ghana’s Special Prosecutor Kissi Agyebeng, EOCO sought the case docket from the Office of the Special Prosecutor (OSP), prompting his office to forward a duplicate file for review and potential investigation.

The OSP first launched an inquiry in July 2023 into suspected corruption and corruption-related offences tied to Ms. Dapaah and her associates.

After nearly seven months of investigation, including a parallel probe by the FBI, no direct evidence of corruption was found.

However, authorities identified strong indications of suspected money laundering and financial structuring issues beyond the OSP’s direct mandate.

In January 2024, the OSP referred the case to EOCO to investigate potential financial crimes.

EOCO initially returned the docket, citing jurisdictional limitations, but has now decided to take up the case once again under its new leadership.

The OSP has pledged full support for EOCO’s review and possible further action.
