Ghana’s DVLA to Introduce Biometric International Driver’s Licenses and Vehicle Permits

The Driver and Vehicle Licensing Authority (DVLA) of Ghana is set to introduce Biometric International Driver’s Licenses (IDLs) and Biometric International Vehicle Permits (IVPs). This strategic upgrade is part of a broader effort to enhance global recognition and ensure compliance with international road traffic standards.

Addressing Global Acceptance Challenges

The initiative was announced by DVLA Chief Executive Officer, Julius Neequaye Kotey, on his official Facebook page on Monday, October 13, 2025. The move aims to directly address challenges faced by some Ghanaian drivers abroad whose current international documents have been rejected in certain countries.

According to Mr. Kotey, the upgrade is aligned with Ghana’s commitment as a signatory to the United Nations’ Vienna Convention on Road Traffic, which outlines uniform rules for international road users.

He explained that the new biometric documents will feature a bio-data page designed in accordance with ISO (International Organization for Standardization) specifications. This will make Ghana’s international driving and vehicle documents far more secure, verifiable, and globally acceptable.

Rollout Timeline

The issuance of the new biometric IDLs and IVPs is expected to commence in 2026 at all DVLA stations across the country.

Mr. Kotey stated that this marks a major step toward modernizing Ghana’s documentation system, ensuring that Ghanaians living or traveling abroad can confidently use internationally recognized credentials. The move also aligns with the DVLA’s ongoing digital transformation agenda, which seeks to improve service delivery, security, and convenience for all road users.
