Ghana: WAEC Planning To Introduce computer-based testing to curb exam cheating

The West African Examinations Council (WAEC) says it is considering introducing computer-based testing (CBT) in a bid to curb cheating in the West African Senior School Certificate Examination (WASSCE) and Basic Education Certificate Examination (BECE).

According to WAEC,
with a computer-based testing, candidates would sit for their examinations using computers instead of the traditional paper-based format.

The Head of Public Affairs at WAEC, John Kapi, made this known in an interview on Accra-based Channel One TV’s Breakfast Daily on Friday, September 12, 2025.

According to him, WAEC has already held technical discussions on the proposal.

He said WAEC intends to pilot the CBT model with a smaller exam before rolling it out nationwide.

He explained that “Gradually, we are also thinking about computer-based testing, which is something that we have thought about. We have had a technical committee meeting. We want to pilot that with one of our small examination, the general and advanced business certificate examination.”

According to Kapi, “This is an examination that does not have a large candidature, so we can manage them at the regional capital, where we are sure of internet connectivity, and once we are able to do that, we believe we can begin the process, so that if that works, we can replicate.”

The CBT model is being considered for implementation following recent arrests of some 14 individuals — including teachers, students, and invigilators — across Ghana for alleged cheating in the ongoing WASSCE.
