Ghana: President Mahama Directs Immediate Review Of NLA-KGL Deal

President John Dramani Mahama has ordered an immediate review of the contract between Ghana’s National Lottery Authority (NLA) and KGL Technology Limited.

He has asked for a possible renegotiation of the contract.

According to President Mahama, the review and renegotiation of the contract is to safeguard public interest and ensure value for money.

President Mahama served the directive on December 24, 2025.

It follows a report published by media outlet, The Fourth Estate and preliminary consultations with the Attorney-General and Minister of Justice of Ghana.

There have been concerns arising from the contract agreement.

In his directive, President Mahama urged a comprehensive review to examine the legal basis, scope, duration and financial terms of the contract.

The review is to also assess revenue-sharing arrangements, fees, commissions, exclusivity clauses and any contingent liabilities to the state.

Again, the review seeks to determine whether the contract complies with the Constitution, the Public Procurement Act, the National Lottery Act and all relevant approvals.

Other areas to be examined include performance obligations, transparency requirements, data ownership, audit rights and any provisions that may unduly disadvantage the State or limit regulatory oversight.

Pending the outcome of the review, all parties involved have been instructed to cooperate fully and provide unrestricted access to all relevant contracts, correspondence, financial records and operational data.
