Ghana Moves to Finalize Updated Renewable Energy Masterplan

 

The Government of Ghana has taken another bold step toward advancing its green transition by convening a National Stakeholder Workshop to validate and finalize the draft updated Renewable Energy Master Plan (REMP).

The workshop, organised by the Ministry of Energy and Green Transition (MoEnGT), with support from the United Nations Development Program, Ghana, through the Climate Promise, brought together government institutions, development partners, civil society, industry players, and the media to review the draft updated Renewable Energy Masterplan (2026–2030). Participants shared strategic insights through plenary discussions and consolidated national inputs to guide Ghana’s context-specific clean energy transition.

In his welcome address on behalf of the Minister of Energy and Green Transition, Ing. Seth Mahu, Director of Renewable Energy at MoEnGT, reiterated the government’s commitment to seeing the plan through. “This plan is for the government and people of Ghana, and it will be implemented to the letter. With the support of UNDP Ghana, we developed this roadmap in 2018 for the industry. Indeed, in implementing, we missed some targets due to factors beyond our control, such as the COVID-19 pandemic; however, the economy is back on track, and the demand for renewable energy in the context of the green transition has become more visible. Let us work together and make clean energy the backbone that drives the economy.”

Dr. AbdulRazak Saeed, UNDP Ghana’s Head of Environment and Climate Cluster, described the updated REMP as a significant milestone in Ghana’s climate journey. He noted that the revised plan is not just a technical document but a bold and modern blueprint reflecting the country’s evolving energy aspirations. “The insights in this plan will inform Ghana’s NDCs and shape our climate ambition. UNDP stands ready to support Ghana in leveraging financing pathways, including the operationalization of the Renewable Energy Investment & Green Transition (REI&GT) Fund,” he added.

The workshop also highlighted the close relationship between renewable energy and food security. Deputy Minister for Food and Agriculture, Hon. John Dumelo, stressed the importance of integrating solar irrigation solutions into the plan. “Agriculture and renewable energy are deeply interconnected. To achieve the President of Ghana’s vision of year-round farming, irrigation is essential, and this requires reliable power. Integrating solar energy solutions, such as solar-powered pumps, into the updated Masterplan will be vital to support sustainable agricultural practices.”

The updated Masterplan was presented by Ing. Prof. Francis Kemausuor, Lead Expert for the review, who underscored progress made since the launch of the initial plan, including the targets missed and the associated causes, new opportunities in solar, wind, biomass, and waste-to-energy. He also emphasized the critical role renewable energy will play in driving Ghana’s net-zero ambition. Following the presentation, stakeholders shared comments, posed questions, and offered recommendations to strengthen the plan.

At the close of discussions, the National Taskforce pledged to return to the drawing board to fine-tune the document, ensuring it reflects stakeholder feedback in line with national priorities, responds to emerging realities, and provides a clear roadmap to power Ghana’s transition to a sustainable, inclusive, and climate-resilient energy future.

The revised and updated Renewable Energy Masterplan, once finalized, will serve as a cornerstone for Ghana’s energy transition, guiding investments, policies, and actions towards achieving a net-zero economy. It represents a collective national commitment to harness renewable energy as the backbone of sustainable development.
