Ghana: Fuel Prices Rise Slightly as NPA Introduces Higher Minimum Pump Price Thresholds

Motorists across Ghana are beginning to feel a slight pinch at the pumps after the National Petroleum Authority introduced new minimum price thresholds for petroleum products.

Under the latest pricing window, the NPA raised the price floor for petrol from GH¢9.80 to GH¢9.99 per litre, a modest increase of about 1.9 percent. Diesel saw a steeper adjustment, moving from GH¢10.47 to GH¢10.95 per litre—an increase of roughly 4.6 percent. Liquefied Petroleum Gas (LPG) now has a minimum allowable price of GH¢9.05 per kilogram.

 

The new directive bars all Oil Marketing Companies (OMCs) and LPG Marketing Companies (LPGMCs) from selling below these thresholds. According to the regulator, the decision is aimed at stopping unhealthy price undercutting, protecting industry players from losses, and ensuring stability in the downstream petroleum market.

While the price floors set the minimum, actual pump prices remain higher at many outlets. State-owned GOIL is currently selling petrol at GH¢10.24 per litre, with diesel going for GH¢12.53 per litre. Among private operators, StarOil Ghana is also retailing petrol at GH¢10.24 per litre, while diesel sells at GH¢11.97 per litre.

Industry observers note that even small adjustments can have ripple effects on transport costs and household budgets, especially for commercial drivers and small businesses that rely heavily on fuel. The NPA, however, insists the measure is necessary to keep the market orderly and prevent sudden shocks caused by unsustainable price competition.

For consumers, the changes mean paying a little more at the pump—but regulators say the goal is long-term stability rather than abrupt price swings.
