France Threatens to Withhold €500 Million Climate Funding to India Over Weak Emission Plans

France has warned it may block climate funding to India under a recent European Union trade agreement unless New Delhi strengthens its climate commitments, citing concerns over India’s delayed action on greenhouse gas reductions.

Monique Barbut, France’s Ecological Transition Minister, said the EU should take a more transactional approach in negotiations with emerging economies, making financial support contingent on credible climate action. Speaking to AFP, Barbut emphasized India as a key example.

Funding tied to climate performance

Under the EU-India trade deal signed earlier in 2026, the bloc had planned to provide €500 million ($574 million) to help India transition toward greener energy and climate initiatives. Barbut, however, stated that the funds should only be released if India submits an updated Nationally Determined Contribution (NDC) under the Paris Agreement and demonstrates concrete progress in emission reductions.

“I am not in favour of such funding until India submits a Nationally Determined Contribution in accordance with its commitments and adopts a slightly different approach towards the European Union in climate negotiations,” Barbut said.

NDCs are national climate action plans outlining strategies to reduce greenhouse gas emissions, which countries must update every five years. More than 60 nations, including India, Egypt, and the Philippines, missed last year’s UN deadline for submitting updated NDCs.

India’s climate profile under scrutiny

India is the world’s third-largest emitter of greenhouse gases, after China and the United States. Barbut argued that the EU must adopt a firmer stance, linking financial aid to measurable climate action.

“This clearly means: ‘We only pay if you act.’ Europe should only provide financial support to countries that themselves make credible commitments within the framework of the Paris Agreement,” she said.

Barbut has already raised her concerns with the European Commission, and the matter is expected to be a key discussion point at the upcoming EU climate ministers’ meeting in Brussels, where the bloc will review its climate diplomacy strategy.

This warning highlights growing tensions in international climate finance, as developed countries increasingly seek accountability from major emitters in exchange for funding.
