Coalition of Unpaid Nurses and Midwives Ghana Alleges Salary Arrears Removed from Payroll Records Without Payment

A group representing unpaid nurses and midwives has raised alarm over what it claims is the sudden removal of validated salary arrears from government payroll records—without any corresponding payments being made.

In a statement issued on Thursday, February 26, the Coalition of Unpaid Nurses and Midwives Ghana described the development as “deeply troubling” and called for urgent accountability from state authorities.

“Arrears Validated, But Not Paid”

According to the Coalition, several affected members had their outstanding salary arrears consistently validated each month within the government payroll system, even though the funds were not disbursed.

However, during the most recent payroll validation for February 2026, the group said the accumulated arrears no longer appeared on their payment vouchers.

“These arrears had been showing month after month. Suddenly, they have completely disappeared,” the statement said.

The Coalition further alleged that when the matter became public, the Controller and Accountant-General’s Department denied the claims.

The group described the denial as “shocking and unacceptable,” insisting that payroll validators and Human Resource officers across multiple health facilities have independently confirmed that the arrears were cleared from affected workers’ vouchers without payment being processed.

Demanding Accountability

The Coalition is questioning who authorised the removal of what it describes as legitimately earned arrears and under what legal or administrative basis such action was taken.

Members argue that the situation deepens long-standing concerns about transparency and accountability in the management of public sector salaries.

“Nurses and midwives who have worked tirelessly for this country cannot accept a situation where their hard-earned income is quietly wiped away from official records,” the statement stressed.

Call for Immediate Investigation

The group is calling on the government to launch an immediate investigation into the matter, restore all affected arrears, and ensure prompt payment. It warned that failure to address the issue could lead to further action.

As of the time of the statement, there had been no additional official response beyond the earlier denial cited by the Coalition.
