Angola Set to Award 60 Oil and Gas Concessions by End of 2025, Exceeding Targets

Angola is on course to award 60 oil and gas concessions by the end of 2025, surpassing its initial target and solidifying its position as one of Africa’s leading destinations for upstream energy investment, the country’s oil and gas regulator has announced.

Speaking at African Energy Week: Invest in African Energies 2025 last week, Alcides Andrade, Executive Administrator of the National Oil, Gas and Biofuels Agency (ANPG), confirmed that Angola has already exceeded its earlier goal of awarding 50 concessions through a mix of licensing rounds and direct negotiations.

“Since 2024, we have awarded more than 20 blocks. This brings the total to over 50, and we see the potential to reach 60 concessions by the end of this year,” Andrade said.

The expansion forms part of Angola’s six-year licensing strategy, which is underpinned by fiscal reforms designed to attract new investment into the energy sector.

According to the ANPG, the country expects up to $70 billion in capital expenditure over the next five years, with several operators already advancing onshore exploration and drilling plans.

To sustain oil production levels above one million barrels per day, Angola has marked several key project milestones for 2025, including the start of production at the Agogo, Begonia, and CLOV Phase 3 fields.

On the gas side, the ANPG is implementing its Gas Master Plan, aimed at unlocking the country’s non-associated gas reserves. The Quiluma and Maboqueiro fields—Angola’s first non-associated gas project—are scheduled to come online by late 2025.

Additionally, a recent discovery at Block 1/14 further strengthens Angola’s gas portfolio, adding to an estimated 38 trillion cubic feet of potential gas reserves.

With ongoing investment, infrastructure expansion, and regulatory support, Angola is positioning itself as a key player in Africa’s evolving oil and gas landscape.
