Use of Ghanaian Languages Limited to KG–Primary 3, Not All Basic Levels – Deputy Education Minister

The Ministry of Education has clarified that the directive on the compulsory use of Ghanaian languages as the medium of instruction applies only from Kindergarten to Primary Three, not throughout the entire basic education system.

The clarification follows recent public debate sparked by Education Minister Haruna Iddrisu’s announcement on the use of mother tongue in schools.

Speaking at the launch of the Foundational Learning Action Tracker on Monday, October 27, Deputy Education Minister Clement Apaak emphasized that the policy covers only the early years of basic education.

“The Honourable Minister for Education has asked me to clarify that the policy directive he announced on Friday regarding the compulsory use of mother tongue as a medium of instruction in our public basic schools is confined—emphasis, confined—to KG up to Primary 3,” Dr. Apaak explained.

Meanwhile, Dr. Joyce Tawiah-Mensah, a Senior Lecturer at the University of Cape Coast’s Department of Basic Education, welcomed the policy but urged the government to show strong political commitment to make it effective.

Speaking on the Citi Breakfast Show, Dr. Tawiah-Mensah noted that the success of the initiative would depend on adequate teacher training, provision of teaching materials, and overall government support.

“It’s something that we can do, but we need political commitment in terms of teacher training, materials and others,” she said.
