Ghana Tops Global Mobile Money Regulation Rankings for 2024

Ghana has taken the top spot globally for mobile money regulation, according to the 2024 Mobile Money Regulatory Index (MMRI) by the GSMA. With a leading index score of 95.06 points, Ghana beat out 89 other countries, including Brazil, Mexico, Rwanda, and Qatar .

The GSMA’s MMRI assesses the regulatory frameworks of countries to determine how well they support mobile money adoption. Ghana’s high ranking is attributed to its strong performance in three key areas: Transparency and Disclosure Requirements, Authorisation, and Consumer Protection, where it scored a perfect 100 points .

However, Ghana’s score was slightly lower in the Policy Enablement dimension, primarily due to its poor performance in the Taxation indicator, where it received 0 points. The presence of discriminatory taxation, such as mobile-specific taxes, impacted Ghana’s score in this area .

Overall, Ghana’s top ranking is a testament to the country’s commitment to creating a supportive regulatory environment for mobile money services.
